How do I fix my PH level?

I have a 46 gal bow front aquarium. It's planted with 6 fish. I cannot get the PH to 7.0 where i want it. It comes out of the faucet at like 8.7 and in the fish tank i can only get a 6.0 reading. This is at the bottom of my tester scale so it could be lower.(note:I am using a master test kit from Petsmart, not testing strips.) Also my water hardness is somewhere around 165 ppm. I have tried many different types of PH-up and the PH will rise for maybe a min or so then its back down. please help.
