Is morality innate or culturally learned--or a combination?

For ex., we would be horrified at someone who microwaves babies---but the Aztecs (and others) ritually sacrificed infants and children--and it wasn't regarded as an anomaly but as part of their social mores. (Sorry for such an extreme example).
