What is wrong with my neon tetra?

I have a school of 10 in a 20gal right now. One of my tetras is off by itself but is behaving normally. It's top fin is down. I don't want to jump to any conclusions about NTD, but I just want to be safe. What are some early signs of NTD? And if it's not NTD, what else could it be?
